ALER and LACLIMA workshop at SB64 strengthens a shared agenda for a just transition across CPLP countries
During SB64 in Bonn (Germany), ALER and LACLIMA organized the workshop “Pathways to a Just Transition in CPLP Countries”, bringing together representatives from virtually all CPLP Member States to discuss the challenges and opportunities associated with implementing a just energy transition. The initiative provided a platform for dialogue on how to bridge the commitments made under international climate negotiations with their effective implementation at the national and local levels.
The workshop focused on concrete contributions to strengthening a common energy and climate agenda across the Portuguese-speaking world, including the 2030 Cooperation Roadmap in Energy and Climate in the CPLP Countries, presented by ALER, and the Just Transition Compass, presented by LACLIMA. These tools were identified as valuable instruments for supporting the implementation of policies and actions aligned with the challenges and priorities of the different CPLP countries.
The session also featured the presentation of IRENA’s study, “Transitioning Away from Fossil Fuels: A Roadmap Based on Renewables, Electrification and Grid Enhancement”, highlighting the role of renewable energy, electrification, and grid reinforcement in enabling the transition away from fossil fuels.
Throughout the discussion, participants reflected on the institutional mechanisms, support instruments, and governance models required to ensure that the energy transition is carried out in a fair, orderly, and context-specific manner, adapted to different national realities. Areas of convergence among CPLP countries were also identified, together with opportunities to strengthen financing mobilization, knowledge sharing, and technical cooperation.
The topic of electrification has gained particular prominence at a time when the COP31 Presidency announced a new global target to increase electricity's share of final energy demand from around 20% to 35% by 2035. As part of the Presidency's Action Agenda, this initiative aims to accelerate the integration of renewable electricity across the buildings, transport, and industrial sectors, reinforcing electrification as one of the main pillars of the global energy transition.
More than a moment for reflection, the workshop enabled deeper dialogue among government representatives, climate negotiators, civil society organizations, and development partners, reinforcing the role of the CPLP Energy and Climate Thematic Commission as a platform for coordination on strategic energy and climate issues.
At a time when preparations for COP31 are intensifying, the initiative contributed to strengthening a shared agenda among CPLP countries, built on cooperation, the exchange of experiences, and the development of practical solutions for a just energy transition.
