Bi-Annual Off-Grid Energy Forum strengthens cross-sector coordination and accelerates rural electrification in Mozambique

The 3rd Bi-Annual Off-Grid Energy Forum, held on 8th and 9th October 2026 in Maputo, brought together more than 150 representatives from government, the private sector, investors, development partners, technical and financial institutions, academia and civil society to discuss priorities and solutions for accelerating off-grid electrification in Mozambique.

Organized by MIREME, through the National Directorate of Energy (DNE) and the Integrated Electrification Planning and Coordination Unit (UIPCE), in collaboration with FUNAE and AMER, the event highlighted the importance of strengthening coordination among stakeholders to achieve universal energy access by 2030.

During the opening session, it was highlighted that Mozambique’s energy access rate has reached 66.9%, with 57.9% provided through the national grid and 9% through off-grid solutions. Despite this progress, participants stressed the need to accelerate the deployment of sustainable rural electrification solutions.

One of the Forum’s key outcomes was the presentation of the proposed Integrated Electrification Platform of Mozambique (PIEM), a tool designed to strengthen coordination, planning and monitoring of electrification initiatives across the country.

The Forum also addressed topics such as mini-grids, solar home systems, productive uses of energy, financing, clean cooking, regulation, business development and the management of waste electrical and electronic equipment from solar systems (e-waste). Opportunities to strengthen the participation of national companies and improve access to financing were also discussed.

As part of the discussions, FUNAE presented the National Mini-Grid Electrification Acceleration Programme (PROMIR), which identifies 363 mini-grids requiring an estimated investment of USD 250 million, of which 148 mini-grids already have financing secured.

The Forum’s conclusions contributed to the development of an Action Agenda 2027, setting priorities and next steps for the development of Mozambique’s off-grid energy market. The agenda aims to strengthen coordination between planning, public policies, investment and implementation, helping accelerate access to sustainable energy across the country.
