New CE-CPLP Fund Makes €200 Million Available for Strategic Projects in Portuguese-Speaking Countries

The Business Confederation of the Community of Portuguese Language Countries (CE-CPLP) has launched the CE-CPLP Development and Economic Cooperation Fund, a new financial instrument with an initial capitalisation of €200 million aimed at supporting strategic projects across the nine CPLP member states. Presented in Lisbon, the initiative seeks to mobilise up to €500 million in assets under management at a later stage.

 

The fund has been created with the ambition of strengthening economic cooperation among Portuguese-speaking countries, addressing the need for financing for strategic investments while promoting greater integration of CPLP markets. According to CE-CPLP, the instrument is intended to bring together institutional investors, development banks, governments and the private sector around projects with significant economic and social impact.

 

Priority sectors identified for investment include energy and renewable energy, agriculture and agribusiness, infrastructure, the blue economy, tourism, manufacturing, healthcare and digital transformation.

 

Under the proposed strategy, the fund plans to invest between €5 million and €10 million per project over a ten-year period, supporting initiatives capable of accelerating economic development, creating jobs and increasing locally generated value across Portuguese-speaking countries.

 

CE-CPLP argues that the new mechanism could play an important role in mobilising capital for strategic sectors by leveraging the advantages of the Portuguese language, existing historical and business ties, and the CPLP Mobility Agreement to facilitate investment and the movement of talent across member states.

 

For African Portuguese-speaking countries and Timor-Leste, the creation of this fund could represent a new opportunity to support infrastructure, electrification, renewable energy and industrialisation projects, helping to accelerate sustainable development and economic integration across the Lusophone world.

 

The fund was presented to investors, banking sector representatives, members of the CPLP diplomatic corps and government officials, in an event that highlighted the importance of creating dedicated financial instruments to support transformative projects within the Portuguese-speaking community.
