Cabo Verde approves Climate Policy Framework Law

Cabo Verde has approved the Climate Policy Framework Law (Law No. 71/X/2026), a landmark piece of legislation that defines the principles and instruments of the country’s national climate policy, strengthening the legal framework for climate change mitigation and adaptation.

The law establishes the foundations for integrated climate governance, promoting the reduction of greenhouse‑gas emissions, enhanced climate resilience and the mainstreaming of climate considerations across sectoral policies, including energy. The legislation was approved by the National Assembly with broad political consensus.

The new legal framework also reinforces Cabo Verde’s commitment to the energy transition, energy efficiency and increased deployment of renewable energy, aligning the country with international climate and sustainable‑development commitments.

The approval of this law represents an important milestone in consolidating climate and energy public policies in Cabo Verde, creating stronger conditions for planning, investment and international cooperation.
