Guinea-Bissau approves the National Energy Policy at the Council of Ministers

Guinea-Bissau has taken a decisive step towards the development of its energy sector with the approval of the National Energy Policy (PNE) by the Council of Ministers on 28 July 2026, marking the culmination of a process of preparation, consultation and national validation that has taken place over recent months. The approval of this strategic document represents a historic milestone for the country, establishing, for the first time, a long-term vision for a more sustainable, inclusive and resilient energy sector.

The National Energy Policy sets out the strategic guidelines for the transformation of Guinea-Bissau’s energy sector, promoting universal access to energy, the diversification of the energy mix, the strengthening of energy security and the increased integration of renewable energy, whilst contributing to the country’s economic and social development.

ALER was involved in the process of drafting the National Energy Policy (PNE), providing technical support to the Ministry of Natural Resources and Energy and the other national bodies involved. ALER participated in the preparation of the document, facilitated consultation sessions with the various stakeholders and supported the national validation stages, reinforcing its commitment to the development of public policies that create a favourable framework for investment and the energy transition in Portuguese-speaking countries.

The approval of the National Energy Policy follows the national validation of the document and the strengthening of institutional cooperation between ALER and the Government of Guinea-Bissau to support its implementation, marking the start of a new phase dedicated to putting the planned measures into practice and mobilising investment for the country’s energy sector.
