The 2030 Cooperation Roadmap on Energy and Climate in CPLP Countries arises from the opportunity to deepen regional cooperation in the field of energy transition and climate action in CPLP countries.
The General Directorate of Natural Resources and Energy of the Ministry of Infrastructure and Natural Resources installed a photovoltaic system in March 2021, funded by the United Nations Development Programme and by the Global Environment Facility.
Projects

The Business Confederation of the Community of Portuguese Language Countries (CE-CPLP) has launched the CE-CPLP Development and Economic Cooperation Fund, a new financial instrument with an initial capitalisation of €200 million aimed at supporting strategic projects across the nine CPLP member states. Presented in Lisbon, the initiative seeks to mobilise up to €500 million in assets under management at a later stage.

Angola and São Tomé and Príncipe have been making steady progress in promoting energy efficiency and modernizing public lighting, through initiatives that prioritize sustainable solutions, reduced energy consumption and improved quality of life, as part of broader energy transition strategies.

The 5th CPLP Energy and Climate Seminar took place on 20th October 2025, in Maputo (Mozambique), and focused on Energy Planning and Financing — the first pillar defined as a priority in the CPLP 2030 Energy and Climate Cooperation Roadmapin by the focal points and representatives present at the 4th CPLP Energy and Climate Seminar, held in March this year.

The II CPLP Energy Conference will take place on the 27th and 28th of May 2025, in Estoril Congress Center, Cascais, Portugal, and will be the stage for the dissemination of the latest developments and anchor projects for energy transitions in each CPLP country, with a view to making the most of endogenous resources and diversifying the energy matrix, to ensure universal, reliable and affordable access for all, while supporting socio-economic development.
The Sustainable Energy, Entrepreneurship and Startups Workshop had two-day duration and it was an online training program for entrepreneurs and startups in the area of sustainable energy.
The Women Sustainable Energy Program was held from February to July 2022 and had as its main objective the empowerment of women from São Tomé and Principe, Cape Verde and Guinea Bissau.
