2030 Roadmap for Cooperation on Energy and Climate in CPLP Countries

The 2030 Roadmap for Cooperation on Energy and Climate in CPLP Countries arises from the opportunity to deepen regional cooperation in the field of energy transition and climate action in CPLP countries.

Promoted by the São Tomé Presidency of the CPLP, this Roadmap is the result of a cycle of reflection and dialogue that took place during the Series of Energy and Climate Seminars in the CPLP, which began in July 2024, facilitated by the CPLP Advisory Observers' Thematic Commission on Energy and Climate (CTEC-CPLP), in close coordination with the CPLP Focal Points for Energy, Environment and Finance.

More than a common agenda, this Roadmap is a collective vision of transformation, progress and development. It is intended to be a starting point for action, developed collaboratively and implemented in a gradual, participatory and results-oriented manner, in constant dialogue and alignment with the representatives of the Member States.

The Roadmap is the first instrument to strategically integrate the dimensions of energy, climate and green finance among Member States, and is intended to be an instrument to drive concrete cooperation actions within the CPLP, but also to promote strategic coordination that strengthens the CPLP's international presence as a strong and coordinated bloc.

The Roadmap is organised around four strategic pillars:

1) energy planning, which guides sustainable policies and investments;
2) leadership and capacity building, which strengthens technical and institutional skills;
3) mobilising finance, which seeks to attract resources and innovative partnerships; and
4) accelerating energy transitions, which promotes the use of renewable energies, the modernisation of infrastructure and universal access to energy.

The Roadmap is a dynamic and open document, designed to evolve with contributions from various stakeholders, both within the CPLP and internationally.

We invite you to learn about the 2030 Cooperation Roadmap and join us in this mission as strategic and implementation partners so that, together, we can leverage investment and projects that ensure fair, inclusive and sustainable energy transitions in every Portuguese-speaking country.
