ALER concludes the regional project Africa Mini-Grid Market Acceleration Programme
ALER has successfully completed the implementation of the Africa Mini-Grid Market Acceleration Programme (AMAP), a regional technical assistance programme financed by the African Development Bank (AfDB) and the Sustainable Energy Fund for Africa (SEFA). The programme aimed to accelerate the development of Green Mini-Grids (GMG) and create an enabling environment for private sector investment across Africa.
Implemented over a period of 18 months in Angola, Mozambique, Cabo Verde, and Guinea-Bissau, the project was carried out by a consortium coordinated by ALER, involving national associations – including the Mozambican Renewable Energy Association (AMER) and the Angolan Renewable Energy Association (ASAER) – as well as legal, regulatory, and tariff experts. The intervention was tailored to the specific national contexts, strengthening local mini-grid ecosystems.
Key results achieved include the strengthening of regulatory and institutional frameworks in Angola and Mozambique; the development of practical planning and investment guides for green mini-grids; improved coordination among public institutions, the private sector, and development partners; and the establishment of technical and regulatory conditions for future investments in the sector.
AMAP helped reduce market barriers, increase regulatory predictability, and position green mini-grids as a strategic complement to national grids, particularly in rural and peri-urban areas. The programme is aligned with the AfDB’s "Light Up and Power Africa" priority and with SDG 7, promoting sustainable energy access and the development of low-carbon energy solutions.
As the consortium lead, ALER was responsible for overall project management, coordination of activities, and quality control of technical outputs, further consolidating its role in promoting renewable energy and sustainable electrification across african Portuguese-speaking countries.
