CPLP Energy and Climate Thematic Commission launches the 2030 Cooperation Roadmap in Maputo
During the 5th CPLP Energy and Climate Seminar, held today in Maputo, the 2030 Cooperation Roadmap on Energy and Climate in CPLP Countries was officially launched – the first instrument to strategically integrate the dimensions of energy, climate and green finance within Portuguese-speaking countries.
Prepared by the Energy and Climate Thematic Commission of the CPLP Consultative Observers (CTEC-CPLP), coordinated by ALER and sub-coordinated by RELOP – the Association of Energy Regulators of Portuguese-Speaking Countries, the Roadmap results from a cycle of dialogue and cooperation between the CPLP Focal Points for Environment, Energy, and Finance, carried out between 2024 and 2025 as part of the CPLP Energy and Climate Seminar Series.
The Roadmap is structured around four strategic pillars: 1) energy planning, guiding sustainable policies and investments; 2) leadership and capacity building, strengthening technical and institutional skills; 3) investment mobilization, attracting innovative resources and partnerships; and 4) acceleration of energy transitions, promoting renewable energy use, infrastructure modernization, and universal energy access.
More than a common agenda, the Roadmap represents a collective vision of transformation, progress, and development. Its goal is to serve as a catalyst for concrete cooperation actions within the CPLP, while fostering strategic coordination that strengthens the CPLP’s international presence as a strong and united bloc.
“The Roadmap represents a coordinated and strategic alignment of shared ambitions, built upon common national priorities to advance joint cooperation pathways that will materialize into initiatives”, said Mayra Pereira, President of ALER. “This is a starting point — a dynamic and open document designed to evolve with the contributions of all stakeholders. We invite strategic and implementation partners to join us in leveraging investments and projects that ensure just, inclusive, and sustainable energy transitions in every Portuguese-speaking country”, she added.
During the official presentation session, the first strategic partners of the Roadmap were announced: the European programme GET.transform and the Africa Climate and Energy Nexus (AfCEN).
“This partnership marks a strategic step in supporting Mozambique’s energy transition process and the implementation of the four pillars of the Roadmap, in coordination with other CPLP countries”, highlighted Enrico dal Farra, Country Coordinator of GET.transform in Mozambique. Speaking about the strategic pillars, he noted that “energy planning and capacity development are fundamental ingredients for driving a just and resilient energy transition and unlocking financing, through the creation of an enabling environment and the adoption of risk-mitigation approaches, including South-South and triangular cooperation”.
Meanwhile, Joseph Nganga, CEO of AfCEN, stated: “It is an honour to join the CPLP Energy and Climate Thematic Commission as a strategic partner of the 2030 Cooperation Roadmap. AfCEN exists to turn green growth into an investment opportunity. As a network that combines local knowledge with technological innovation in Africa, we will help Member States transform credible pipelines into financed projects — rapidly and at scale.”
The 5th CPLP Energy and Climate Seminar also marked the official opening of the CPLP Energy and Climate Week, taking place in Maputo from 20th to 24th October 2025, with a rich agenda including the CPLP Energy Colloquium – Regulatory Pathways for the Energy Transition, the Technical Workshop for COP30 preparation, the XV Anual RELOP Conference, and Capacity Building on Climate Change Mitigation and Adaptation for the Energy Sector.
Dedicated to the theme “Energy Planning and Financing”, the event gathered focal points for energy, climate and finance from CPLP Member States, representatives of the Government of Mozambique, regulators, cooperation partners, financing institutions and private sector actors, who engaged in discussions on the multiple dimensions of the first strategic pillar of the Roadmap.
Organized by the CPLP Energy and Climate Thematic Commission of the Consultative Observers, and promoted by the Government of Guinea-Bissau (holding the rotating Presidency of the CPLP) and the Government of São Tomé and Príncipe (holding the Ministerial Presidency of Energy of the CPLP), the Seminar was supported by GET.transform (funded by the European Union and the German Cooperation), Enabel and AMER, and sponsored by MCA, INSIDE, ANPG and BCI.
