CPLP Thematic Commission on Energy and Climate presents the 2030 Cooperation Roadmap at COP30
The Thematic Commission on Energy and Climate of the CPLP Consultative Observers, coordinated by ALER and sub-coordinated by the Association of Energy Regulators of Portuguese-Speaking Countries (RELOP), attended COP30, in Belém do Pará (Brazil), to present the 2030 Cooperation Roadmap on Energy and Climate in CPLP Countries — a strategic document launched last October in Mozambique during the CPLP Energy and Climate Week. The event took place yesterday at the Portugal Pavilion and was livestreamed on the YouTube channel of the Portuguese Ministry of Environment and Energy.
Developed throughout 2025 through a multilateral process involving governments, regional and international institutions and the private sector, the Roadmap defines four strategic cooperation pillars: Energy Planning; Capacity Building and Leadership; Financing Mobilization; and Acceleration of Energy Transitions. More than a shared agenda, the document represents a collective vision of transformation, progress and development, serving as a starting point for joint, participatory and results-oriented actions.
The opening ceremony featured remarks by Nilda Borges da Mata (Minister of Environment, Youth and Sustainable Tourism of São Tomé and Príncipe), Jean Barroca (Secretary of State for Energy of Portugal), and Nascimento Soares (Secretary of State for Climate Action and Sustainable Development of Angola), who highlighted the decisive role of regional cooperation in advancing just, inclusive and resilient energy transitions in Portuguese-speaking countries.
"Cooperation among our countries has been an essential pillar for sustainable development within the CPLP. The 2030 Cooperation Roadmap is further proof of this collective strength – it is an instrument that broadens collaboration opportunities, promotes knowledge exchange and strengthens our shared vision of a more sustainable, inclusive, and resilient energy future for the Community", stated Nilda Borges da Mata.
"As an integrating exercise, this must also be a continuous dialogue among partners in implementing innovative actions, using the best and most appropriate technologies to improve living conditions for our populations", added Jean Barroca, stressing that the Roadmap must now become a living instrument focused on implementation and concrete results. According to Portugal’s Secretary of State for Energy, "the time for conception is over", and knowledge-sharing must intensify because "the challenge is to act" – and to do so "we all need to collaborate".
"We believe that shared solutions, networked technical expertise, accessible climate finance, and interconnected projects among our countries can accelerate results that would be difficult to achieve individually", noted Nascimento Soares, emphasizing the importance of joint CPLP action in facing common climate and energy challenges.
Representing the Thematic Commission on Energy and Climate of the CPLP Consultative Observers at COP30, Sandoval Feitosa (President of RELOP and Director-General of ANEEL) underscored the strategic importance of the 2030 Cooperation Roadmap and began the presentation: "We are a group of countries spread across four continents, different in our realities but united by a shared language and cultural heritage. It is precisely in this balance between diversity and common identity that the CPLP’s strength lies – and our ability to turn cooperation into concrete results".
Next, Djane Melo (Deputy Coordinator of RELOP’s Energy Transition Group) led a detailed presentation of the document, highlighting its potential to mobilize financing, accelerate projects and strengthen the international positioning of CPLP countries. The presentation also introduced the next steps of the Roadmap, including its broad dissemination to gather proposals for new initiatives; engagement with new international partners to support its implementation; presentation of progress on the Roadmap and its strategic pillars during the 2nd CPLP Energy and Climate Week to be held in May 2026 in Guinea-Bissau; the launch of thematic cooperation platforms in CPLP countries; and alignment with international agendas, including presenting the Roadmap’s impact at future COPs.
During the event, the first strategic partners of the Roadmap were announced — the Africa Climate and Energy Nexus (AfCEN), the Belgian international cooperation agency Enabel, the European program GET.transform and the United Nations Development Programme (UNDP).
As a representative of the strategic partners, Joseph Nganga (Executive Director of AfCEN) attended the event and highlighted the importance of the partnership in turning green-growth potential into concrete projects: "It is an honour to join the CPLP Thematic Commission on Energy and Climate as a strategic partner of the 2030 Cooperation Roadmap on Energy and Climate in CPLP Countries. AfCEN exists to turn green growth into an investment opportunity. As a network that combines local knowledge with technological innovation in Africa, we will help Member States turn credible pipelines into financed projects – rapidly and at scale", he said.
The event in Belém reinforced the position of Portuguese-speaking countries as an active, coordinated and committed bloc in the global energy and climate agenda, demonstrating that cooperation among CPLP Member States can drive innovation, investment and solutions tailored to national and regional realities.
