Maputo Hosts the CPLP Energy and Climate Week from 20th to 24th October
Mozambique will host the CPLP Energy and Climate Week, taking place from October 20 to 24, 2025, in the city of Maputo. Bringing together government representatives, regulators, financiers, companies, experts, and international partners from the nine CPLP Member States, this week marks a historic milestone for energy and climate cooperation in the Portuguese-speaking world, with the official presentation of the 2030 Cooperation Roadmap on Energy and Climate in the CPLP.
Prepared by the CPLP Energy and Climate Thematic Commission (CTEC-CPLP), coordinated by ALER and RELOP - Association of Energy Regulators of Portuguese-Speaking Countries, the 2030 Cooperation Roadmap on Energy and Climate in the CPLP is the first strategic instrument that defines a shared vision for a just, sustainable, and inclusive energy transition, linking the areas of energy, climate, and green finance among Member States.
The document, which will be presented during the 5th CPLP Energy and Climate Seminar on 20th October, is structured around four key strategic pillars: energy planning, to guide sustainable policies and investments; leadership and capacity building, to strengthen technical and institutional competencies; financing mobilization, to attract innovative resources and partnerships; and acceleration of energy transitions, to promote renewable energy use, infrastructure modernization, and universal energy access.
“More than a technical instrument, the 2030 Cooperation Roadmap is the result of political and strategic alignment among countries united by language and by the ambition for a sustainable future. It expresses a shared vision of a common future, positioning the CPLP as a strategic, dynamic, and cohesive bloc with its own voice in the global energy transition. It demonstrates the CPLP’s ability to transform cooperation into action, leadership into results, and solidarity into shared development. It is therefore a decisive step in consolidating our Community’s role as a space for coordination and as an international reference in energy and climate”, said Isabel Cancela de Abreu, Executive Director of ALER and Coordinator of CTEC-CPLP.
Over five days, the CPLP Energy and Climate Week will include institutional meetings, public sessions, and technical trainings aimed at aligning priorities, strengthening alliances, and expanding CPLP’s role in the global energy and climate agenda.
The week will begin with the 5th CPLP Energy and Climate Seminar (20th October), focused on energy planning — the first pillar of the Roadmap — and its importance for financing mobilization. This event, organized by CTEC-CPLP and promoted by the Government of Guinea-Bissau (holding the current CPLP Presidency) and the Government of São Tomé and Príncipe (holding the Ministerial Presidency for Energy), is supported by the GET.transform program (funded by the European Union and German Cooperation), Enabel and AMER; and sponsored by MCA, ANPG and INSIDE.
Next, on 21st October, the CPLP Energy Colloquium – Regulatory Pathways for the Energy Transition will address the role of regulation in implementing the CPLP Cooperation Roadmap, focusing on energy efficiency, oil and gas sector regulation, and energy transition challenges. Also in that day, a Technical Workshop will be held to coordinate CPLP’s engagement at COP30, with participation from CPLP focal points in Energy, Environment, and Finance, as well as other multilateral entities such as the International Energy Agency, the Lusophone Hub for Climate Transparency and ANEEL.
The 15th RELOP Annual Conference – Regulating for the Energy Sustainability of Portuguese-Speaking Countries, organized by RELOP, ARENE and INP, will take place on 22nd October, and will discuss regulatory challenges in decarbonization, investment attraction, electric mobility and energy security. Finally, on 23rd and 24th October, Technical Training Sessions will focus on energy planning, emphasizing data-based tools, modeling and resilience integration.
