Portuguese-speaking participation at COP30 focuses on financing, strengthens cooperation, and prepares for implementation

Portuguese-speaking countries joined the Taskforce convened by the Brazilian presidency of COP30, with a very dynamic agenda of events, taking advantage of the hospitality of the Angola and Portugal pavilions. 


The main theme was climate-finance mechanisms, featuring the presentation of Mozambique’s National Climate Finance Strategy (ENFC) and a facilitated debate on access to Climate Funds, alongside the presentation of Cabo Verde’s new Climate Budget Tagging system. Other financing solutions—such as carbon markets and the role of national banking—were also discussed in events promoted by Angola and São Tomé and Príncipe.


The event on debt-for-climate-action swaps, led by Portugal, highlighted both the willingness and the potential for cooperation among Portuguese-speaking countries, reinforced by a €1.5-million financing pledge to support transparency in the climate policies of these countries.


For this reason, the COP’s final agreement commitment to triple climate financing by 2035 represents an opportunity that CPLP countries are now better prepared to seize.

 

The Thematic Commission on Energy and Climate of the CPLP Consultative Observers, coordinated by ALER and co-coordinated by RELOP, was present in Belém for the international launch of the 2030 Cooperation Roadmap in the CPLP Countries. Developed throughout 2025, the Roadmap is the result of a cycle of dialogue and cooperation within the CPLP Energy and Climate Seminar Series. Structured around four strategic pillars, the document serves as a starting point and represents the Thematic Commission’s contribution to identifying, coordinating, and implementing joint actions.

 

If COP30 aspired to be the “COP of Implementation,” CPLP countries showed that they have already begun that journey and have entered a new phase: with aligned strategies, partnerships, and ambition to turn commitments into concrete results.


We look forward to meeting again at COP31 in Antalya to demonstrate this implementation and share the impact of the Cooperation Roadmap, with ambitious expectations that this will take place in a pavilion dedicated to the CPLP.
